Notes:

First head west to where the aviaks and crows are, you'll get an update around /loc 1233, 2155. Then use /open to check the skull and bones until a dwarf head appears on cursor, you don't need to /loot, just /open. Next head north to find Castel on the islands around /loc 2387, 652. You might need to run around a bit to trigger, then simply hail him for update. Next is the crypt in the south, Once inside head to northern portion to find Devolah wandering around, hail to trigger next step. Kill some ghouls then hail Devolah again. Finally return Brom's remains to Daria to complete task.
