To get this task you need to kill Arak Bladesong, a named aviak on western side of zone. He is a one hour timed spawn and drops a satchel every time. Loot the satchel and right click it for task. You can then turn it in to Addle and get the Bertox quest Recoup from the Coop, or give to Shearon and get the Camp Valor quest Recoup from the Coop.
